I. Formas, mecanismos y procedimientos para avanzar hacia la apropiación inclusiva y democrática de la ayuda para el desarrollo y el rol de las OSC en esta perspectiva.
Representantes de 427 organizaciones de la sociedad civil, de 20 departamentos del país, en el marco del proceso preparatorio de las Organizaciones de la Sociedad Civil –OSC– del IV Foro de Alto Nivel sobre la Efectividad de la Cooperación Internacional en el desarrollo, reconociéndonos como actores del desarrollo y de los procesos de democratización de nuestras sociedades, y entendiendo que la cooperación internacional es una poderosa palanca para alcanzar las metas de la realización de los derechos humanos para todas las personas, la reducción de las desigualdades, la superación del conflicto armado, y el logro de la paz, hacemos un llamado a todos los actores de la cooperación al desarrollo, para avanzar de manera conjunta en el alcance de estos propósitos.

Philippine CSOs to DOF Secretary Purisima: make country delegation inclusive and multi-stakeholders; include CSOs, Parliamentarians working on aid and development effectiveness
The global community is in a roll towards the much anticipated 4th High Level Forum on Aid Effectiveness (HLF4) on November 29-December 1 in Busan, South Korea.
In the forum, development actors are expected to highlight “achievements” of commitments made in the previous forums in Ghana (2008) and Paris (2005) while it is also anticipated that “new aid architecture” will be outlined.
Los 31 mensajes claves de las organizaciones sociales colombianas a los actores del desarrollo: la Cooperación Internacional, los gobiernos municipales, departamentales y al gobierno nacional, el Sector Privado, la academia y a las mismas OSC, son producto de un proceso de consulta desarrollado entre 2010 y 2011 que contempló la realización de 25 consultas locales, 2 consultas nacionales en la que participaron más de 700 representantes de organizaciones de diversos sectores de la sociedad civil colombiana.
Reality of Aid Network Asia Pacific, in coordination with United Nations Development Programme (UNDP) is pleased to announce the dates for the Eastern Europe and Central Asia CSO Workshop and Multi-stakeholder Consultation on Aid and Development Effectiveness, to be held 19-20 October 2011 in Istanbul, Turkey.
Dili - “The ten-year presence of aid has not been effective in Timor Leste”, thus summarizes the speech of Minister of Economy and Development Sr. Joao Gonsalves during a CSO-led multi-stakeholder consultation on aid and development effectiveness in Dili from August 22-23. He added that poverty has in fact increased from 33.7 to 49.9% from 2001-2007 according to a joint survey by the World Bank (WB) and the government, despite the influx of ODA to the country right after its independence from Indonesia in 1999.
Buenos Aires – Around 30 CSO representatives, government officials and the academe, gathered in a two-day multi-stakeholder consultation to discuss and come up with a common agenda of Argentine’s civil society on the issue of Aid Effectiveness towards Development Effectiveness in Argentine’s context on August 2 and 3.
Ambassador Oscar Laborde from the Chancellery’s Consultative Body for Civil Society confirmed the government’s adherence to the PD and AAA principles and pointed out, that there is a need to evaluate official processes. He indicated government’s openness to establish a more regular dialogue with civil society on these issues.
Santo Domingo - More than 40 national level CSOs gathered to hold a national consultation on “International Cooperation for Development in the Dominican Republic” last August 18 and 19. Organized by Alianza ONG, a Dominican CSO engaged in the issue of aid and development, together with IBON/Reality of Aid’s Country Outreach Program, the well-attended and media covered consultation put forward the following demands
Managua – Official development aid (ODA) reached more than $2 billion US from 2008 and 2010, yet poverty rate aggravated by almost 3%. Where did all this money go? This observation was raised by Francisco Perez, member of the academe, in a multi-stakeholder consultation on aid effectiveness held at the University of Central America (UCA), in Managua, Nicaragua.
Beijing – Last July 5, a workshop involving 16 CSOs and 6 resource and government representatives was held in Beijing, with the aim of fostering solidarity in pushing towards a progressive and sustainable agenda for aid. Prof. Tuan Yang, Deputy Director of Center for Social Policy Studies of China Academy of Social Sciences lectured on CSOs’ contribution to China’s development.
Suva – Civil Society Organisations (CSOs) urged the State to include them and acknowledge them as an integral stakeholder in the dialogue process on the road to the Busan Fourth High Level Forum on Aid Effectiveness in November 29 – December 1, 2011.
Niamey – On 8-9 August 2011, representatives of the civil society organizations of Niger, UNDP and the Ministry of Planning met in Niamey for an open dialogue on the effective participation of CSOs in the national process on aid and development effectiveness.
Cotonou – With the theme, "De l’efficacité de l’aide à l’efficacité du développement," CSOs in Benin met with other government and donor representatives for a two-day multi-stakeholder consultation on aid effectiveness last August 5 and 6. The consultation reflected on the status of aid in the country and civil society engagement on aid effectiveness processes.
Lomé - CSOs cited highly technical discussions, unsystematic CSO participation and limited resources as main challenges for CSOs to participate in official dialogue mechanisms on aid and development effectiveness. In her welcome remarks, Mme Ama Elise Esso, President of Groupe d’Action et de Réflexion pour l’Environnement et le Développement (GARED), emphasized the need to create spaces for CSO participation and reinforce human rights as the focus of development programs.
Harare – Civil society organisations (CSOs) are demanding a meaningful role in structures and processes that co-ordinate aid in Zimbabwe. This was the call among CSOs who participated in a recent CSO Consultation on Aid and Development Effectiveness held at Bronte Hotel in Harare last 23 February 2011. The meeting was the start of the country-level process in Zimbabwe following the Southern Regional CSO Consultations and Multi-Stakeholder Consultations back in 2009. The meeting ended with the agreement to establish an aid platform for CSOs to represent them officially within dialogue mechanisms.
Harare – The Zimbabwe Coalition on Debt and Development (ZIMCODD) organized a CSO consultation in the nation’s capital of Harare to sound off the importance of CSOs in the aid debate and also to assert for CSO spaces in official dialogue mechanisms. The country recently established an Aid Coordination Policy to guide aid flows. It also provided an opportunity for CSOs to engage in the aid debate.
