



Siem Reap – 75 NGO and sub-national government representatives from seven provinces and Phnom Penh gathered in Siem Reap on the 30th of November 2010 to discuss and review the implementation of the Paris Declaration Principles (PD), the Accra Agenda for Action (AAA) and reflect on the newly endorsed Istanbul CSO Principles for Development Effectiveness.
NGOs and government recognised the progress made by all actors in Cambodia towards the implementation of the PD and AAA. This includes clear policies in the formulation of the National Statistic development Plan (NSDP) and a clear national development strategy. There has also been a move towards better alignment of NGOs plans to the NSDP and Millenniums Development Goals (MDGs). NGOs have had increased opportunities to participate in the planning processes and on technical issues related to such sectors as education, health and natural resource management. In the process, the capacity of local government officials and CBOs improved notably.
While much progress has been made, NGOs and government also recognized that many challenges remain. Although capacity of all actors has increased, it is still limited to individual expertise and requires further improvement. Cooperation too is still limited with continuous problems in communication between both CBOs and the government. In addition, financial resources for implementing local plans such as the Commune Development Plans (CDPs) or Commune Investment Programs (CIPs) are still inadequate and so hinder development at the local level. Finally information gaps persist for the government and NGO sector with respect to AAA and the PD processes and their implications for improving aid and development effectiveness. Henceforth, insufficient linkages exist between national priorities and local grassroots initiatives hindering collective efforts to improve national sustainable development.
Phnom Penh – On 23rd September 2010 the Cooperation Committee for Cambodia (CCC) with support from the Reality of Aid Network, 2015 Alliance and others facilitated one out of a series of two workshops under the banner “Moving from Aid Effectiveness to Development Effectiveness”. Attended by 25 representatives from diverse NGOs including nation wide and provincial networks, the training aimed at deepening the understanding of aid effectiveness, while strengthening the capacity of NGOs to engage effectively in monitoring progress and shortcomings of Paris Declaration and Accra Agenda for Action implementation. A concrete result from the meeting is the formation of a working group to oversee the development of case studies to monitor implementation processes.

Cebu City – The Visayas leg of the nation- wide series of consultation workshops on the Country Level Evaluation (CLE) in the Implementation of the Paris Declaration in the Philippines was conducted in Cebu City last December 1, 2010 at the Rajah Park Hotel. The one day workshop was attended by 44 participants from 35 Civil Society Organizations (CSOs) in Cebu, Bohol, Negros, Samar, Leyte, Panay and Negros Island, a representative from the CLE team, a representative from National Economic Development Authority-Project Monitoring Staff (NEDA-PMS) and two from AidWatch Philippines.
The workshop was conducted in two parts. In the morning, Jazminda Lumang of AidWatch Philippines gave the introduction of the meeting, the basic issues and questions regarding Aid, the Paris Declaration and the CSOs’ participation on the issue of aid effectiveness while Lirio Abuyuan of the CLE Team presented the draft final report of the CLE Phase 2. An open forum was facilitated after the two inputs. In the afternoon, Lumang presented the CSO initiatives on Aid Effectiveness post- ACCRA while Mr. Vince Cinches, Executive Director of the Fisherfolks Development Center (FIDEC, Inc.) in Cebu presented a case study on the ODA funded Coal-fired Power Plants in the province. Forum of Women NGOs of Kyrgyzstan is holding a meeting with representatives of state bodies on aid effectiveness on 18 November 2010 in Dostuk Hotel, Conference Hall 332, starting at 9:00 AM.
Cagayan de Oro City – The Mindanao leg, the last of the nation- wide series of NEDA-CSO consultation workshops on the Country Level Evaluation (CLE) of the Implementation of the Paris Declaration in the Philippines was conducted in Cagayan de Oro City last December 14, 2010 at the Dynasty Court Hotel. The daylong workshop was attended by 40 participants from 25 CSOs in the Northern Mindanao Region, CARAGA and Davao, the NEDA-Project Monitoring Staff Director, NEDA Region 10 official, a representative from Department of Agriculture Region 10, City Vice Mayor and three from AidWatch Philippines.
Similar to the previous consultations, the workshop was conducted in two parts. In the morning, Jazminda Lumang of AidWatch Philippines gave an introduction of the meeting, the basic issues and questions regarding Aid, the Paris Declaration and CSOs’ participation on the issue of aid effectiveness while Director Roderick Planta of NEDA Project Monitoring Staff presented the draft final report of the CLE Phase 2. An open forum was then facilitated to provide space for discussions. In the afternoon, Lumang presented the CSO initiatives on Aid Effectiveness post- ACCRA, after which Rosalinda Tablang, AidWatch co-convenor and Executive Director of the Council for People’s Development and Governance presented the parallel process of Development Effectiveness, its principles and the Filipino CSOs’ engagements regarding this. The following open forum saw a lively discussion on impacts of ODA projects in Mindanao.
In a two-day training on aid effectiveness organized by the Forum of Women’s NGOs of Kyrgyzstan, CSO participants called on government and donor representatives present during the event for their participation in aid monitoring and in national planning of priorities and strategies through a mechanism for multi-stakeholder dialogues.
Dhaka – The Aid Accountability Group, with assistance from the Reality of Aid Network, organized a multistakeholder consultation on the Joint Cooperation Strategy (JCS) in the context of aid and development effectiveness, 20 September 2010 in Dhaka, Bangladesh.
The JCS, signed by the Government of Bangladesh and 18 Development Partners (including ADB and WB) on June 2010, is a strategy for signatories to work together in the spirit of PD and AAA, aiming to translate international commitments on aid into real actions for improved aid delivery and poverty reduction in Bangladesh.
While donors and some government representatives claim that they are on track in realizing aid effectiveness, JCS has been criticized by other CSO participants as lacking transparency and inclusiveness as CSOs were excluded from the process. CSOs demanded that the aid negotiation process should always be made public. Overall the important role of
CSOs was also stressed, bringing with it a challenge to ensure accountability of donors and government and develop a set of principles enabling more effective aid.
150 participants, including media, CSOs, government representatives, parliamentarians, donors and the focal points for the monitoring of the PD Evaluation 2 process, attended the consultation. Concluding, the multi-stakeholder consultation was seen as a positive step towards a broader dialogue and effective engagement among the different stakeholders. AAG members will sustain the process by convening a few days after the event to line up follow through activities.
Twenty Civil Society Organizations (CSOs) from all regions of Kyrgyzstan created a Network for Effectiveness of Development during the CSO Round Table on Advocacy of Paris Declaration (PD) and Accra Action Agenda (AAA): “From Effectiveness of Aid to Effectiveness of Development” on 13 September 2010 in Bishkek.
Dhaka, 25 August 2010 – A national consultation titled `Engagement of Civil Society in Aid Effectiveness’ has been held at the national press club, Dhaka. The consultation was attended by a wide range of civil society groups including NGOs, community organizations, women rights groups, research and advocacy organizations, trade union groups, academicians, human rights organizations, media and activists.
The meeting suggested reforming the aid delivery management and architecture to create an enabling environment for civil society organizations to make aid more effective. Speakers also suggested that a tri-party coordination among government-NGO and development agencies is indispensable in achieving the goals and objectives of the Paris Declaration and Accra Action Agenda. This should form an integral part of aid and development cooperation.
Mymensingh – A one daylong consultation on “Civil Society Engagement on Aid Effectiveness” was held at the District Council Auditorium in Mymensingh on 21st August 2010. Jointly organized by Aid Accountability Group (AAG) and The Reality of Aid Network, 70 participants along with the local government representatives, political leaders, social workers, women organizations, NGOs, human rights organizations, journalists and activists of the greater Mymensingh region participated in the program. Upazilla Chairman of Mymensingh Sadar Mr. Faijur Raman Fakir was present as chief guest while Yazdani Quraeshi, President of Supro (Campaign for Good Governance-CGG) Mymensingh district presided over the meeting. The consultation ended with a common agreement on the importance of establishing an independent CSO watch group, ensuring aid effectiveness and to increase capacity building for CSOs.
Dhaka – A two daylong Capacity Building Workshop under the title “Development Results: Engaging CSOs In Aid Effectiveness” was held at the CBCB Auditorium in Dhaka on 7-8 August 2010. The workshop was jointly organized by Aid Accountability Group (AAG) and The Reality of Aid Network. Over fifty participants from different civil society organizations and activists of different parts of the country took part in the program.
The workshop covered different perspectives of the Paris Declaration of Aid Effectiveness and Accra Agenda of Action and analyzed issues of aid architectures. The participants suggested that donor countries and agencies increase engagement and honor the commitments of the Paris Declaration while ensuring accountability and transparency in accordance with the principles on ‘ownership’, ‘mutual accountability’, ‘harmonization’, ‘alignment’ and ‘development results’. Moreover, analysis from the Accra Ministerial Conference has shown the integral part played by civil societies in channeling aid and therefore their importance as development actors that need to be engaged in a participatory manner on both national and international concerns. The workshop asked to reform the delivery and management systems of aid towards increased effectiveness and reduce poverty to achieve the MDGs.
