Work on the RoA Shadow Report Continues
By: Goldie Liza Tanglao

Intending to fill gaps in the official reports on aid effectiveness by the OECD, the RoA 2011 Special Report, dubbed as Shadow Report, seeks to gather evidence of the Paris Declaration (PD) and Accra Agenda for Action (AAA) implementation at the country-level from a CSO perspective. To date, the Reality of Aid has received 34 full reports from a total of 35 participating CSOs from Asia/Pacific, Africa, and Latin America.

In full recognition of the role of civil society as development actors in their own right, and in an effort to enhance CSOs’ participation, contributing organizations range from NGO networks and research organizations to feminist organizations and CSO platforms. Based on defined indicators on democratic ownership and development results, country-level monitoring reports are informed by local first-hand experiences, interviews with key informants and a literature review of existing documents.

Work on the shadow report continues and is expected to provide an alternative insight into the actual state of implementation of the PD. The report will be published in September and launched internationally in Paris, France in early October 2011.
