



The IBON/RoA Program "Country Outreach for Broad Implementation of the Accra Agenda for Action (AAA): from Aid Effectiveness to Development Effectiveness" is currently implementing the country-level process as a continuation of the regional workshops that occurred from 2008 to 2009. The Country-level Process aims to contribute to catalyzing country level implementation of the AAA through CSO engagement in advocacy and development cooperation on local AAA implementation. These processes are expected to contribute towards strengthening the civil society voice in the High Level Forum IV in 2011. The Country Outreach work will be based on the country-level plans of CSOs who are involved in aid effectiveness and development effectiveness advocacy. A broad range of CSOs will be encouraged to participate and work together to engage their respective governments, parliaments and development partners in the implementation and monitoring of AAA.
A two-day capacity building workshop on civil society engagement in aid effectiveness was held at the CBCB Auditorium in Dhaka last August 7-8, 2010. The workshop was organized by the Aid Accountability Group (AAG) with the assistance of the Reality of Aid Network. Fifty participants from different civil society organizations and activists from different parts of the country took part in the program.
From mid-March to the last week of April, consultations were made with several CSOs in Central and South Latin American countries regarding the RoA country outreach program on the broad implementation of the Accra Agenda for Action (AAA) at country level.The purpose of each of these consultations was to (a) introduce/orient country CSOs on the RoA Better Aid program, country CSO processes and country research to engage AAA implementation and (b) agree on next steps (activities, schedules) for country activities.
Meeting with the Kyrgyz Working Group on Aid Effectiveness:
On April 6, seven members of the Kyrgyz Working Group on Aide Effectiveness attended a meeting chaired by Nurgul Djanaeva of the Forum of Women’s NGOs of Krygyzstan which discussed proposed Kyrgyz CSO initiatives on aid effectiveness for 2010. The meeting started with a background on CSO initiatives in aid effectiveness and the Central Asia regional CSO workshop and multistakeholder consultation on AAA in 2008. This was followed by a brief discussion on the AAA country outreach programme. The working group reviewed its initial indicative plan submitted earlier to the RoA country outreach secretariat. Agreements were made regarding changes in the schedules of the country consultations. In addition, other activities were proposed such as provincial CSO consultations on aid effectiveness and development whose funding will be raised separately by members of the working group.
Governments all over the world have endorsed international agreements for making development assistance a more effective tool in fighting poverty. An impressive number of 133 governments in the North and South and 28 international organisations adhere to the Paris Declaration on Aid Effectiveness and Accra Agenda for Action. These central aid effectiveness agreements outline a vast set of reforms, clustered around the key principles of developing and strengthening country ownership, alignment of donors with country systems, harmonization, coordination and division of labour, mutual accountability and managing for results. Progress in implementation, however, is meagre, and this progress, as demonstrated in official reports, all too often covers donors’ creative reporting, effectively hiding the absence of real change on the ground. The international community must urgently step up efforts to avoid a major failure at the Fourth High‐Level Forum on Aid Effectiveness in December 2011. We must recognise that the targets highlighted above have not been met. If governments are serious about improving the value of aid for delivering poverty eradication, urgent action to adopt and implement the reforms must be taken now.
The Reality of Aid is presently implementing the program, “Catalyzing broad country implementation of the AAA: from aid effectiveness to development effectiveness”. The program aims to contribute to catalyzing country level implementation of the AAA through CSO capacity building, multi-stakeholder dialogue and promotion of good practices. This will be done through the capacity building of national CSOs and the conduct of country case studies/researches documenting CSO involvement in aid policy reforms. The outcomes of the case studies shall inform and strengthen RoA’s advocacy and will be tied in to Better Aid’s policy development strategy to advance from second generation aid effectiveness reforms to third generation development effectiveness in development cooperation.

Some of these can be found in the policy paper of Better Aid and in the case stories in the special report prepared by Reality of Aid, both of which are on display outside. The Reality of Aid special report on South South Cooperation was launched in cooperation with Accion Social of the Government of Colombia, just one of the many reasons that we have to thank the Government of Colombia for.
The Reality of Aid Network (RoA), a global Southern-led network of CSOs working on development cooperation, is launching a new report that takes a critical look at the nature, shortcomings and potentials of South-South Development Cooperation from a Southern civil society perspective.

The three-day Conference (Dec. 1-3) is highlighting the growing political and economic ties within the developing world as countries of the South assume leading roles in handling global issues ranging from economic recovery to food security, climate change and pandemic disease.

The Middle East and North Africa Consultation Workshop and Multi-Stakeholder Consultation on Aid Effectiveness is scheduled on December 6-8, 2009 in Beirut, Lebanon hosted by the Reality of Aid and the Arab NGO Network for Development (ANND). About 33 regional and national CSO networks in Algeria, Egypt, Iraq, Jordan, Lebanon, Morocco, Palestine, Sudan, Tunisia and Yemen will be attending the workshop.
The Central Africa Regional CSO Consultation Workshop and Multi-Stakeholder Consultation on Aid Effectiveness is scheduled on November 30-December 2, 2009 in Yaounde, Cameroun hosted by the Reality of Aid and Collectif des ONG pour la Securite’ Alimentaire et le Developpment Rural (COSADER). Participants from 25 regional and national CSO networks in Burundi, Central Africa, Chad, Congo, Cameroun, Democratic Republic of Congo, Gabon, Nigeria and Rwanda are expected to attend the workshop.
Two regional workshops on aid effectiveness will be conducted in Central Africa and Middle East and North Africa aimed to raise CSO awareness and understanding of the aid agenda, aid effectiveness, and the Paris Declaration and the Accra Agenda for Action. The workshops shall likewise serve as a venues for CSOs to come together to discuss and understand aid reforms and, as a result, define their engagements and roles as advocates for aid effectiveness.
In 1996, development ministers, heads of aid agencies and other senior officials responsible for development cooperation, meeting as the Development Assistance Committee of the Organisation for Economic Cooperation and Development (DAC/OECD) looked back at 50 years of Official Development Aid (ODA) and judged it a success.“Development assistance has been an essential complementary factor in many achievements: the green revolution, the fall in birth rates, improved basic infrastructure, a diminished prevalence of disease and dramatically reduced poverty. Properly applied in propitious environments, aid works.”
