RoA OECD Region Reality of Aid 01 Sep 2003 This Reality Check provides an overview of TRCB and
highlights the orientation and goals of current approaches to
capacity building.By examining what is covered by TRCB
and some of the major programmes, we will be able to highlight
the major weaknesses in its design and delivery. These
weaknesses have led to the conclusion that funding for TRCB,
as currently conceived and used by donor countries, is offtarget
if it is to truly make a significant contribution towards
reducing poverty in developing countries. Recommendations
will be advanced for refocusing TRCB in order to strengthen
capacities in developing countries to understand how trade
policies influence and can form an element of strategies to
improve the livelihoods of those living in poverty. |

| A critical analysis of remittances as a form of development capital: The cases of Mexico and the Philippines |
Alexander Miles Jones
2008-05-07 Despite a long history of polarized debate over the impact of migration on the economic development of countries of origin, recently many academics and policy makers have taken an overwhelmingly positive stance on the issue. This new optimism can be seen as a reflection of two developments. The first is the ‘remittances boom’, the discovery that the total volume of remittance flows, money sent home by migrants to their country of origin, now ranks behind only foreign direct investment (FDI) as a source of external financing for developing countries. The second reflects a new global policy effort to accelerate the reduction of poverty incidence worldwide, resulting in the establishment of the Millennium Development Goals in September 2000. However, a realization that these would not be achieved because of the failure of developed countries to upgrade their aid commitments has driven the international policy making community to search for innovative financing schemes that could supplant present levels of overseas development assistance (ODA). Increasing the development impact of remittances can be seen as one such strategy. |

| The Chinese Aid System |
Carol Lancaster [1] Center for Global Development 2007-07-01 China has become a major source of foreign aid in Asia, Latin America and especially in Africa.Chinese aid has become a source of concern to Western aid agencies—will Chinese aiddiscourage needed economic and political reforms in African countries? Will it burden poorcountries with debt—a burden from which many have only just escaped with the debt cancellationpolicies adopted by many aid agencies? This CGD Essay explores questions about Chinese aid—how large it is and how fast it is growing; how decisions are made on how much aid is providedeach year; which countries receive it and how much they get; how the aid is managed within theChinese government and how it is evaluated. The Chinese are clearly set to play a major role inaid-giving worldwide, and the aid-giving governments of Europe, North American and Japanshould expand lines of communication and, to the extent possible, collaboration with the Chinese. |
