The Philippine Aidwatch Network is calling the attention of the honorable members of the National Diet of Japan to the cases of human rights violations being committed allegedly by elements of the Armed Forces of the Philippines (AFP) in different places in the country where projects funded by Japan’s official development assistance (ODA) are being implemented. We also call their attention to the emerging evidence that resources intended for social development and poverty reduction in the Philippines such as Japan’s ODA are probably being used for the intensified anti-insurgency campaign of the national government under President Gloria Arroyo.

Next year will see an important effort to ensure coherence between different parts of society, including civil society, in development aid. There are several preparatory meetings taking place to prepare for this event. Anabel Cruz, who commenced her term as CIVICUS Board Chairperson in May 2007, attended a recent meeting organised in the Netherlands to explore some of the issues that will be addressed at the Accra, Ghana meeting next year. She shares with us her thoughts below regarding some of the key issues that will need to be addressed if aid is to be more effective and to ensure that the poorest citizens in the world can benefit from aid flows.

The Chinese Aid System

China has become a major source of foreign aid in Asia, Latin America and especially in Africa.Chinese aid has become a source of concern to Western aid agencies—will Chinese aiddiscourage needed economic and political reforms in African countries? Will it burden poorcountries with debt—a burden from which many have only just escaped with the debt cancellationpolicies adopted by many aid agencies? This CGD Essay explores questions about Chinese aid—how large it is and how fast it is growing; how decisions are made on how much aid is providedeach year; which countries receive it and how much they get; how the aid is managed within theChinese government and how it is evaluated. The Chinese are clearly set to play a major role inaid-giving worldwide, and the aid-giving governments of Europe, North American and Japanshould expand lines of communication and, to the extent possible, collaboration with the Chinese.
